Form No. 1 veterinary certificate (F-1) for your cat or dog

The F-1 is a veterinary certificate issued by a state veterinary hospital shortly before departure. It is the basis for the international veterinary certificate, including the EU certificate. We check the passport, microchip and vaccinations, take care of anything missing, agree the date and prepare you for the examination so the certificate is issued first time.

Step-by-step guide: Leaving Ukraine with a Dog or Cat: What Foreigners Need to Know

Who it’s for

  • You are travelling abroad with your pet

The F-1 is needed to leave Ukraine: without it, the international veterinary certificate for the border cannot be issued.

  • Not sure your documents are in order

We cross-check the microchip number, vaccination dates and titre test result. If something is wrong, we tell you straight away and fix it before the vet visit.

  • Your trip is coming up soon

The F-1 is valid for 72 hours, so it is issued right before departure. We help you hit the timing so that it is still valid when you reach the border.

  • You only need the certificate, not the full package

If the passport, microchip and vaccinations are already in place, we take care of preparing and obtaining the F-1 only.

How it works

Requirements depend on the destination country, the type of animal and the travel date. Please check transport conditions with your airline or transport company.

  1. 01

    You message or call us

Tell us where and when you are going and send photos of the pet passport. That’s all we need to get started.

  2. 02

    We check the documents

We cross-check the microchip number, the vaccination dates, including rabies, and the titre test result if your destination requires one.

  3. 03

    We do whatever is missing

If a microchip, vaccination or test is missing, we do it in-house, in the right order and with your travel date in mind.

  4. 04

We book the state veterinary hospital

The F-1 is issued by a state veterinary institution. We pick the date so that the certificate is valid when you cross the border and prepare the full set of documents for the examination.

  5. 05

    Examination and F-1

A state veterinarian examines your pet and issues the certificate. We accompany you and check the details on the spot.

  6. 06

    Next: the international certificate

We tell you where and when to get the international veterinary certificate. If you are going to the EU, we can arrange the EU certificate too.

Documents you may need

This list is indicative. The final set depends on the destination country, the type of animal and the travel date.

  • Form No. 1 veterinary certificate: issued shortly before departure
  • Pet passport: we check the existing one and help get one if needed
  • Microchip: we check the number and implant one if needed
  • Rabies vaccination: we check that it is valid and vaccinate if needed
  • Rabies antibody titre test: if your destination requires it, including EU countries
  • Exact requirements depend on the destination: we’ll tell you the current ones for your route

What to send us to get started

That’s enough for us to give you a price and draw up a plan straight away. If something’s missing, don’t worry: we’ll find out the rest ourselves.

  1. 1Destination country and departure date
  2. 2Photos of the pet passport pages with your pet’s details, microchip and vaccinations
  3. 3The titre test result, if you already have one
  4. 4The owner’s ID document: for the visit to the veterinary hospital
  5. 5How you are travelling: by car, train or coach

How quickly it’s done

The certificate itself is issued shortly before departure because it is valid only briefly. The preparation, microchip, vaccinations, titre test, is best started early: for travel to the EU, at least 90 days must pass between the titre blood sample and the issue of the certificate.

How quickly it’s done
Document checkAs soon as you send the photos
Missing proceduresAt the earliest convenient time, in the right order
Titre test for the EUBlood sample at least 30 days after the rabies vaccination
Issuing the F-1Within 72 hours before departure: we set the date around your trip

Timelines depend on your pet’s age and which documents you already have.

Frequently asked questions

What is the F-1 and why is it needed?
It is the Form No. 1 veterinary certificate confirming that your pet is healthy and has the required vaccinations. It is issued by a state veterinary hospital and is the basis for the international veterinary certificate used to cross the border.
Who issues the F-1?
A state veterinary institution of the State Service of Ukraine on Food Safety and Consumer Protection, usually where you live. We prepare the documents, book the appointment and accompany you; the certificate itself is signed by the state veterinarian after the examination.
How long is the F-1 valid?
72 hours. According to the State Service of Ukraine on Food Safety and Consumer Protection (dpss.gov.ua, 2025), veterinary certificate Form F-1 is valid for 72 hours (Article 95 of the Law of Ukraine on Veterinary Medicine), so it is issued for a specific departure date. We set that date so it is valid when you get the international certificate and cross the border.
Is a titre test required?
For entering EU countries from Ukraine: yes. Requirements differ for other countries: we’ll tell you the current ones for your destination.
Do you transport pets?
No, we don’t do transport. Our job is the documents: everything ready before departure and no questions at the border.
